Deputy State Fire Marshal (with an underfill option)

Oregon State Fire Marshal (OSFM) is hiring for one (1) full-time, permanent district Deputy State Fire Marshal position in Coos County and one (1) full-time, permanent regional Deputy State Fire Marshal position in Eastern Oregon.

As the Deputy State Fire Marshal, you will:

  • Lead or participate in multi-agency fire investigation teams or task forces on larger incidents, to expand capacity to assist with origin and cause of fires if needed.
  • Enforce state adopted and nationally recognized fire and life safety laws, codes, standards, and regulations.
  • Lead and/or assist with the instruction of NFPA courses to fire service partners on fire inspection and fire investigation related certifications.
  • Represent the State Fire Marshal at meetings such as the local county Fire Defense Board, Oregon Fire Marshals’ Association, International Association of Arson Investigators, and other professional groups.
  • Form partnerships with building officials, fire departments/districts, and other government agencies.
  • Review local fire and life safety code compliance program operations with local fire officials to assess community needs and adherence to fire prevention service and protection standards.
  • May be asked to participate on OSFM and statewide task force(s), local committees, and advisory groups formed by other agencies and organizations related to fire investigation, inspection, and enforcement activities.
  • May be utilized during all-hazards emergencies to provide assistance in a variety of ways. That assistance may be directly aiding the emergency effort in the field or in the Agency Operations Center (AOC).

This position is represented by AFSCME (the American Federation of State, County, and Municipal Employees).

The goal of this recruitment is to fill these positions at the Deputy State Fire Marshal level. However, we strongly encourage candidates who meet the minimum qualifications for the Deputy State Fire Marshal/Entry classification to apply, as the agency may consider underfilling the position.  The successful candidate must be able to meet the minimum qualifications of a Deputy State Fire Marshal within 24 months of hire.

Are you already PERS eligible?  Then the Deputy State Fire Marshal salary range is $7,673 - $9,708 with 6% going to PERS and the Deputy State Fire Marshal/Entry salary range is $4,355 - $6659.

Not PERS eligible yet?  Then the Deputy State Fire Marshal salary range is $7,176 - $9,076 and the Deputy State Fire Marshal/Entry salary range is $4,071 - $6,225 until you are PERS eligible (generally in six months).

Minimum Qualifications (these must be clearly described in your resume for full consideration):

Deputy State Fire Marshal

  • Five years of full-time fire service experience. This must include two years of full-time code enforcement and one year of fire cause investigation.  OR
  • An Associate’s degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.  OR
  • A Bachelor’s degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.
  • Credit for part-time or volunteer fire service experience will be prorated based on a 40-hour workweek.

Deputy State Fire Marshal/Entry

  • Three years of full-time fire service experience. This must include one year of full-time code enforcement and fire cause investigation.  OR
  • An Associate's degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience, but will not substitute for the one year of code enforcement and fire cause investigation experience.  OR
  • A Bachelor's degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience, but will not substitute for the one year of code enforcement and fire cause investigation experience.
  • Credit for part-time or volunteer fire service experience will be prorated based on a 40-hour workweek.

For both classifications, successful candidates must possess or be able to obtain the following certifications within six (6) months of employment:

  • International Code Council (ICC) Fire Inspector 1 certification
  • International Code Council (ICC) Fire Inspector 2 certification
  • International Code Council (ICC) Fire Plans Examiner
  • NFPA Fire Investigator Certification or equivalent
  • NFPA Fire Inspector 1 Certification or equivalent
  • NFPA Fire Inspector 2 Certification or equivalent
  • NFPA Fire Instructor 1 Certification or equivalent
  • Oregon Competency Recognition certification- Oregon Fire Marshal level

Preferred Skills (these must be clearly described in your resume for full consideration):

  • Demonstrated ability to independently determine the needs of the assigned region/district and determine a work schedule to address those needs.
  • Demonstrated ability to independently interpret and apply fire codes and fire laws to local jurisdictions and the community.
  • Demonstrated experience and ability to independently validate fire cause and origin determinations and ensure the integrity and legal significance of fire evidence.
  • Demonstrated high level, public speaking communication abilities to a diverse audience, ensuring clear understanding.
  • Demonstrated leadership or fire officer experience as a collaborator and facilitator with programs, processes, and in emergency situations both independently and with a team.
  • Demonstrated ability in significant conflict resolution scenarios to produce successful outcomes while maintaining a professional demeanor.
  • Demonstrated ability to successfully operate in both high stress and high responsibility environments.
  • Certified NFPA Fire Investigator or equivalent.
  • Certified NFPA Fire Inspector 1 or equivalent.

Special Qualifications:

  • Requires a valid drivers’ license with an acceptable driving record.
  • The expectation for these positions is that the employees will be able to maintain a 45-minute or less response time to the border of their district or region.
