VIDEO: Community members in Owosso were honored Tuesday for helping save a man’s life last month. On June 14, Frank Livingston went into cardiac arrest.
Linda Robertson, Livingston’s neighbor, immediately called Shiawassee County Central Dispatch for help. Dispatchers Jenny Plowman, Janelle Sines, and Emily Walker guided Robertson through CPR while dispatching emergency services. Sylvia Hines, a passing motorist, joined the effort by performing chest compressions with instructions from the dispatchers. Officer Ryan Gracz of the Owosso Police Department arrived shortly after to continue lifesaving measures.
The Owosso Fire Department, led by Lt. Don Lound, and firefighters Dan Miller, Alivia Ruwart, Layne Little, and Alexis Budd, quickly joined the scene. Paramedic intern Mauricio Barrera took a leading role in using medical devices and identifying ventricular fibrillation. Livingston was transported to Memorial Healthcare and later expressed his gratitude to those who saved him. The city recognized the team’s efforts in an awards ceremony on July 22, 2025.
