Newly introduced legislation would put the bang and crackle of holiday fireworks back into the hands of the general public during the holidays — legally.
While some residents may have fond childhood memories of using simple, consumer-grade fireworks like sparklers, they are illegal and have been for decades on Guam. Under Guam law, only the local or federal government can authorize fireworks shows.
Sen. Dwayne San Nicolas’ Bill 9 aims to legalize and regulate and sale of “safe and sane” consumer-grade fireworks and has bipartisan support in the Legislature. San Nicolas campaigned on legalizing smoke bombs and other novelty fireworks, in the hopes of spurring economic growth.
He said it would provide residents a safe, and legal way to celebrate on the Fourth of July, Liberation Day and New Year’s Eve.
