The Panama City Beach City Council’s recent workshop on a variety of impact fees — which haven’t been raised in a decade for the most part — concluded they must be increased for the city to keep up with its growth. Impact fees cover added municipal services from new projects and/or the expansion of existing projects. The fees cover additional growth, and are collected at the start of a project, said Panama City Beach City Manager Mario Gisbert. The one-time fees are only collected from new commercial and residential projects and expansions of existing commercial projects, he said.
