Farrell council voted on Monday for a settlement with their former fire chief, William C. Mortimer Jr., that would allow him to forego possible jail time in exchange for giving up his sick time buyout, the city manager said. “We allowed him to resign and in exchange we get to keep the money,” City Manager Michael Ceci said. “This is the fastest and easiest way and we get the money back.” The deal – Settlement Agreement and General Release given to The Herald after submitting a right-to-know request – states that in addition to holding the position of fire chief, Mortimer could claim part-time hours for additional wages. Mortimer did not work the hours he claimed, said Ceci.
