The IAFC is seeking an individual for CPO/AED that wants to make a difference in the well being and safety of people and their communities throughout North American and around the globe.  The CPO/AED is a senior executive level position in the organization reporting to the CEO/ED.  Applicant must be an experienced and progressive leader and manager who is creative and innovative and is well versed in seeking leads and securing funding for grant proposals, contracts and consulting projects.

The Chief Programs Officer/Assistance Executive Director (CPO/AED) is responsible for managing and directing all externally funded grants and programs and personnel assigned to these projects. In addition the individual in this position conducts research, formulates strategies, makes recommendations and develops project plans and budgets for assigned work.  The CPO/AED prepares project summaries as directed by the IAFC leadership and develops and administers other projects as assigned.  This position also performs a liaison role with management and leadership of the consulting arm of the IAFC.  The individual in the position may assume the CEO/Executive Director role during brief periods of absence and may represent the IAFC leadership at events and programs.

The CPO/AED is expected to have an understanding of the role of various government agencies in support of fire and emergency services, have relationships with individuals within these organizations and be familiar with the processes for developing partnerships and securing funds from the federal government as well as private industry.  The individual should be able to determine ways to leverage the mission and resources of federal agencies and private organizations in meeting current and future needs of the fire and emergency services.   The CPO/AED has to be able to envision the future of society and technology and how this translates into needed programs for the fire and emergency services.  The individual also needs to be able to transfer this vision and influence others for buy-in and support fulfilling the vision and meeting the needs of fire and emergency services.

Applicant should have a four year degree in management, public/policy administration or related field.  Master’s degree in public administration, business administration, or related field is desirable.  In addition, extensive fire service experience with at least five years project management experience.  A minimum of five years’ experience as a fire chief in a career or combination department; or five years’ experience as a division chief or higher, with experience overseeing support functions of a department with at least 200 personnel is required.  Grant application experience highly desirable.
